Research on the use of incentive policies to encourage regions' development has shown considerable growth, particularly from 2011 onwards, and it has been widely studied, including both tax and non-tax incentives. The objectives of this study are the following: to map scientific publications, to identify the most relevant studies, authors and sources that have contributed to the scientific area of knowledge in analysis, to understand what the main clusters of research are and to provide information for possible lines of future research. To do so, a bibliometric and systematic analysis of 136 articles published between 1995 and 2024 has been implemented. The bibliometric analysis reveals the existence of four clusters: (1) the results of incentives depend on the objectives of the governments and companies; (2) the results of incentives are inconclusive in enterprise zones; (3) the impact of incentives depends on multidimensional factors and (4) incentives have a limited impact on regional development.
The study of incentives as instruments of development policies is a substantial area of research. Still, other promising areas of study of significant public interest, with a relevant potential to help reduce regional inequalities and contribute to the socioeconomic development of territories, have been identified.
