Abstract

Research and Innovation Strategies for Smart Specialisation (RIS3) are being implemented across the European Union, in order to facilitate structural change in regional economies. The State of Pernambuco, in the Northeastern region of Brazil, is currently developing a Science, Technology and Innovation Strategy 2017-2022. This article seeks to reflect on the conditions for the development of the Pernambuco innovation system based in the principles of smart specialisation, along with two specific sectors that have been identified as competitive: Clothing and Automotive-IT. The text is eminently conceptual but presents a synthesis of the innovation dynamics in this this territory, an evaluation of the systemic failures by the key actors contributing to the reflection on the tropicalisation of RIS3.
