This article aims to analyze the relationships between forms of urban growth identified in Praia and the structure of the management and urban planning. Specifically we try to understand how far the city’s structural problems are rooted in the management and planning system. From the analysis of the city growth and the urban system we try to present a proposal for an approach of spatial territory and urban planning that we believe will be most suited to the characteristics of the mentioned city. In order to get the city residents closer to the system of the city management and urban planning, we present a proposal for a new organization of the city in 10 urban areas and the creation of the Department of Urban Areas Management, in the organizational structure of the City Hall.
