O Papel das Dinâmicas e Estratégias Residenciais no Desenvolvimento Territorial da Área Metropolitana de Lisboa

The housing sector is an important element for the development of urban territories. The residential strategies, whether approached from the families (the demand), or from the private and public promoters’ sides (the offer), are in constant change. The identification of these changes is an essential aspect in the understanding of the housing markets’ trends. The “Strategic Plan for Housing”, closely inspired by PNPOT’s guidelines, contributed to provide a deeper focus on the housing sector’s main issues and actors. It also proved its importance in the development of the “Programas Locais de Habitação”. These instruments’ focus on the local scales has allowed a more thorough observation of the effects of the residential strategies. It is our purpose to understand this phenomenon, its relations and causalities, by presenting its most important changes in the last years. Some public administration documents will be highlighted.
