Resumo

A Avaliação Ambiental Estratégica (AAE) foi concebida para desempenhar um papel central no processo de decisão de políticas, planos e programas. No entanto, a sua aplicação tem gerado algumas críticas a ineficiências relacionadas, fundamentalmente, com dificuldades em gerar contributos efetivos e estratégicos em resposta aos desafios das alterações climáticas e da transição do paradigma energético dos sistemas urbanos e territoriais. A proposta metodológica apresentada neste artigo pretende contribuir para esta resposta através de uma abordagem pragmática que produza avaliações objetivas e consistentes, que ajudem a tomadas de decisão qualificadas entre as diferentes alternativas do processo de planeamento. Colocando o enfoque nas estratégias de mitigação das alterações climáticas esta proposta considera e defende a utilidade de integrar o conceito de metabolismo na avaliação das alternativas de planeamento, e explora a recetividade de um grupo de planeadores e decisores da Câmara Municipal de Lisboa a uma inovação deste tipo nos processos de AAE, aproveitando o seu conhecimento e envolvimento direto em quatro estudos de caso reais.
