Incentives to investment of private capital may be a form of enabling regional development. Decentralized policies for local spaces may stimulate trajectories of located productive specializations, consolidating local learning processes that help sustain development under the conditions of the new paradigm. The paper analyzes the position of new investments, looking at the development of a region, and questions the performance of the State in terms of development policies, because this is certainly the main economic bottleneck of so-called developing countries. It presents a model systemic of management is considered that is capable to supply to tools and resources the choice of the desired future, for the community and its managers inside of the conceptions of a virtuous cycle of development for the territory situs and its involved.
